I actually take that approach with kindergartners. I don't think telling someone to say they are sorry makes it alright. I also tell the "victim" to not say, "That's OK." It's not OK if an apology was needed. I usually tell them that when you apologize, it means you won't do it again. In the 3s room, a child will tell on another child for hitting, taking a toy, whatever. The one who gets told on almost always uses the excuse, "But I said I was sorry."
Anyway, I came on here to read the post about pride, so I'm going back to that now.
