Adobe Premier Pro doesn't do dynamic menus,
Nero only does the ones it has saved,
Windows Movie Maker... uh might do menus,
but Adobe said I needed Adobe Encore DVD to do multi-fancy menus.

I honestly don't think that Windows Movie Maker has it. Of course I've never tried to be that fancy so it just might.
