No, the real question is WHAT THE HECK were you talking about that brought this up.
What a question. I believe (and I'm not a doctor, so check this) that a male who has been completely castrated can no longer have sex at all and that normal hormone production is interrupted. Vasectomies just sever the line of transportation for sperm between the testicles and the urethra.
